Wyoming became the 44th state to join the Union in 1890 though its history of European settlement began much earlier. Many regions began collecting birth and death registrations roughly around the same time, though most were doing so earlier by a few years.
The state itself has been gathering birth records since July 1909, and these Wyoming birth records can be accessed from the central Vital Records office in Cheyenne. Documents with a birth date more recent than 100 years is confidential but older records can be requested by anyone. When looking for 100-year old records (or older), you will have to look to the Wyoming State Archives as the Vital Records office no longer holds them.
Until that point, Wyoming birth records are strictly regulated by the office and will not be issued to anyone except the person who is on the record or their parents. No other relationship is accepted unless there is a tangible legal need for the document. Then you will have to provide notarized proof.

To get a Wyoming birth record, you have to supply the full name of the person on the record, their date of birth, place of birth and both parent's full names (give the mother's maiden name). You need to provide your own name and address as well.
The current fee to order a Wyoming birth record is $13 USD and can be paid by check or money order, made out to "Vital Records Services". Refunds are not issued for records not found, so ensure you have the correct information on your form to begin with.
Also included in your application will be a photocopy of your own photo ID (driver's license, state ID card etc), or have your signature notarized if you do not have suitable identification. Along with a stamped self-addressed envelope, you can now make your records request.
When doing research for Wyoming birth records that are older than 100 years, you need to access the Wyoming State Archives document collection. They don't have any material or indexes available on their website (http://wyoarchives.state.wy.us/index.asp) but you can visit their research room in person during weekdays and usual business hours. The archives are located at 2301 Central Avenue in Cheyenne.
Though the state started gathering Wyoming birth records in 1909, many counties or towns had their own registrations earlier than that. The extent of these records depends on the county of origin. Fremont County, for example, has some records from 1884 but Laramie County's registrations only go back to 1896.
